Besides mentioning that most of the islands have already been named—by people—the authors state that the islands are also “inhabited.” This is a curious choice of vocabulary. Though “inhabited” can conjure thoughts of humans creating homes, the word does not actually refer back to the human names of the islands, but to the “diverse flora” on the earthen islands. Towards the end, IUCN mentions other inhabitants: “mammals” as well as reptiles and birds also live here. For those familiar with Hạ Long Bay, this discourse is a semantic one; few, if any, indigenes ever lived on the islands themselves;70 they are “boat people” who live in “floating villages” and any reference to inhabitation on the karst islands must not be speaking of humans. Yet interspersed between these sentences is indeed a sentence about aquatic-centered life, although the only life IUCN mentions herein is the “presence of about 1,000 fish species.”

The second paragraph, however, is dedicated to discussing culture and human interaction with the site:

Numerous archaeological sites have been found and there is evidence to suggest occupation by the Hoa Binh Culture, some 10,000 years before the present. Archaeological sites at Tuan Chau, Ngoc Vung, Cai Dam, Don Naim and Cat have reveals so many artifacts that they have been grouped under the term “Hạ Long Culture,” typical of the northeastern coast of Vietnam in the Neolithic Age. During prehistoric times, Hạ Long was a significant port, located on the trade routes between China, Japan and other countries in South East Asia.71
